This article sets out, country by country, the training places India offers under the Indian Technical and Economic Cooperation (ITEC) programme and the scholarships of the Indian Council for Cultural Relations (ICCR), as Diplo's country guides record them. It is compiled from the Ministry of External Affairs (MEA) bilateral briefs summarised in Diplo's country guides. The figures are quoted as each brief gives them, with the brief's month in the last column. Briefs count in different ways (slots offered, slots used, people trained, per year or cumulatively), so the tables do not rank countries or add figures together.
The programmes in brief
ITEC offers short and medium term training courses in India to officials and professionals of partner countries, with separate slots for civilian and defence training in many cases. The Kazakhstan guide quotes the MEA brief of July 2026 as stating that India offers around 10,000 civilian training slots and 3,200 defence training slots world-wide. The Benin guide notes, from the MEA brief of April 2026, that India has supported Benin under ITEC since 1964. ICCR scholarships fund degree study at Indian universities, and several African briefs refer to the ICCR scheme for Africa as the India-Africa Maitri Scholarship Scheme, as the Mali guide records from the MEA brief of April 2026.

Points to note
Some briefs report how far slots are used. The Jamaica guide records, from the MEA brief of June 2026, that in the ten years from 2015-16 to 2025-26, 327 slots were offered to Jamaica, of which 158 were utilised. The Ecuador guide records, from the MEA brief of July 2026, that 223 Ecuadorian professionals were trained in the last 5 years till 2025-26, against 530 ITEC slots allocated. The Bahamas guide notes, from the MEA brief of June 2026, that India offers 5 ITEC slots to The Bahamas and that in the past years, after the COVID-19 pandemic, they have not been utilised.
Where a cell says "Not stated", the guide does not give a figure in that form. It does not mean the programme is absent. Applicants should confirm current courses, eligibility and application dates with the Indian mission in their country or through official Indian government channels, since allocations change from year to year.
