This article describes the cooperation between India and Argentina outside trade: training and capacity building, the information technology centre India set up in Buenos Aires, and cooperation in space, nuclear energy, defence, agriculture and science. It draws on the Ministry of External Affairs (MEA) bilateral brief of June 2026, and programme figures are given as of that brief.

Training and capacity building

According to the MEA brief of June 2026, India has extended 40 slots annually to Argentina under Indian Technical and Economic Cooperation (ITEC) scholarships for capacity building courses. The total number of Argentine ITEC alumni is over 350.

Other Indian training and exchange programmes have also drawn Argentine participants:

  • Eight young politicians from across the political spectrum took part in ICCR's Gen-Next Democracy Program in January 2023.
  • Ten journalists from mainstream media visited India during 2023 and 2024 under the XP Division's familiarisation programme.
  • Eleven Argentine diplomats have attended the Professional Courses for Foreign Diplomats (PCFD), and five have attended the Annual Disarmament and International Security Affairs Fellowship Program conducted by SSIFS.

India-Argentina Center of Excellence in Information Technology

The India-Argentina Center of Excellence in Information Technology (IA-CEIT) was inaugurated on 18 April 2023 at the National University of Hurlingham, Buenos Aires, by Ambassador Dinesh Bhatia and Education Minister Jaime Perczyk. The Centre for Development of Advanced Computing (C-DAC) was the implementing agency on the Indian side.

C-DAC deputed a Technical Adviser to the IA-CEIT in December 2022 for a period of two years to coordinate the Centre and deliver courses. After the Technical Adviser's tenure ended, the IA-CEIT was handed over to the National University of Hurlingham in December 2024.

Space cooperation

Space cooperation is carried out under the Agreement on Cooperation on Peaceful Uses of Outer Space, signed in 2009, between ISRO and CONAE, the Argentine space agency. The third meeting of the ISRO-CONAE Joint Committee under that agreement was held virtually on 04 October 2024.

Argentine specialists have trained with Indian space institutions. Four Argentine candidates attended the fully funded 8-week training programme UNNATI (UNispace Nano-satellite Assembly & Training by ISRO): two from January to March 2019 and two from October to December 2022. Two officials from CONAE attended the Spacecraft Dynamics and Control Course conducted by IIT Kanpur in June 2024.

Nuclear energy

The two countries have a bilateral Agreement for Cooperation in Peaceful Uses of Nuclear Energy. The second meeting of the Joint Coordination Committee under this agreement was held in Buenos Aires from 1 to 3 August 2023.

On 04 November 2024 the Heavy Water Board of India signed an agreement with the state-owned Nuclear Electric Company of Argentina (NASA) for the supply of heavy water to Argentina for 4 years.

Defence cooperation

Minister of Defence Jorge Taiana visited India in July 2023, which the brief describes as the first-ever bilateral visit by a Defence Minister of Argentina. He held talks with Raksha Mantri Rajnath Singh on increasing defence cooperation, including measures to enhance the defence industrial partnership.

Defence industry links include two agreements involving Hindustan Aeronautics Limited (HAL):

  • In February 2023 HAL and the Argentine Air Force signed an agreement for the supply of helicopter spares and engine maintenance, which the brief calls the first ever commercial agreement in the defence sector.
  • In June 2023 HAL and FAdeA (Fábrica Argentina de Aviones), both public sector undertakings, signed a cooperation agreement.

The armed forces of the two countries have also taken part in joint activities. Indian Army officers and officials joined the first Joint Mountaineering Expedition to climb Mount Aconcagua, which the brief describes as the highest peak in the Americas, in the Andes range, on 03-20 January 2025. The Argentine Army took part in a Himalaya Expedition with the Indian Army in August 2025, in which they climbed Mount Kun (7,077 meters) for the first time.

At sea, the 6-member women crew of the Army Sailing Vessel (IASV) "Triveni", on a circumnavigation expedition, visited Argentina on 07-18 March 2026. The first Indian Naval Officer to join the Argentine Navy's ARA Irizar went on board for 45 days of training on the Polar Ice Navigation Course.

Agriculture

The Minister of Agriculture and Farmers' Welfare, Narendra Singh Tomar, held a video conference with Argentina's Minister of Agriculture, Livestock and Fisheries on 20 November 2020. The second meeting of the Joint Working Group (JWG) on Agricultural Cooperation was held on 15 July 2025 in Buenos Aires.

The Indian Council of Agricultural Research (ICAR) and Argentina's National Institute of Agriculture Technology (INTA) signed a Work Plan on 17 December 2025.

Science and technology

Argentina's Minister of Science, Technology & Innovation, Daniel Filmus, paid an official visit to India in February 2023. He visited again in July 2023, during India's G20 Presidency, for the G20 Ministerial Meeting and a meeting the brief lists as the "Sparce Economy Leaders Meeting (SELM)".
