This article gives the contact details of the Embassy of the Democratic Republic of Timor Leste in New Delhi, its head of mission and Timor-Leste's national day, and sets out what the MEA brief of July 2026 says about the two countries' resident missions and visa arrangements. Contact details are taken from the MEA Protocol Division register, read on 24 September 2026.

  • Address: D1/38, Vasant Vihar, New Delhi 110057
  • Telephone: 011-46012169, 46011456

The register lists no website for the embassy, so enquiries should be made by telephone or email. The register gives no office hours or list of services, and readers should confirm these with the embassy before visiting.

Head of mission

The register names the head of mission as H.E. Mr. Karlito Nunes, Ambassador.

How the resident missions were opened

According to the MEA brief of July 2026, Prime Minister Modi announced at the ASEAN-India Summit on 7 September 2023 that India would open a Resident Mission in Timor-Leste. The new Indian Embassy was established in Dili on 5 September 2024.

The Government of the Democratic Republic of Timor Leste subsequently established its own resident Mission in New Delhi in October 2024. The chancery in Vasant Vihar listed in the register is that mission.

Before the embassy in Dili opened, the brief records the Ambassador of India to Indonesia representing India at events in Timor-Leste, including the inauguration of a learning centre on Atauro Island in April 2019 and the handover of rice aid in May 2022.

Consulates and honorary consulates

The register lists no consulates and no honorary consulates of Timor-Leste anywhere in India. The embassy in New Delhi is the only Timorese diplomatic office in India shown in the register, and it is the office to approach for any consular or official matter, wherever in India the enquirer lives. Readers outside Delhi should contact it by telephone or email before travelling to the chancery.

National day

The national day of Timor-Leste is 20 May.

Visas and official travel

The only visa arrangement described in the brief is the MoU on exemption from visa requirement for holders of diplomatic, official and service passports, one of three MoUs signed during the President of India's visit to Timor-Leste in August 2024. The brief does not say when the exemption took effect. Protocol officers dealing with official delegations should therefore confirm with the embassy whether and how the exemption applies to a particular visit.

The brief contains no information on visas or e-visas for holders of ordinary passports, and no information on air connectivity between India and Timor-Leste. Tourists, students, business travellers, journalists and anyone planning to work in Timor-Leste should check current visa requirements, documents and procedures directly with the embassy in New Delhi before making travel plans.

Help for Indian nationals in Timor-Leste

The brief puts the number of Indian nationals residing in Timor-Leste at approximately 560 as of July 2026. Indian nationals who are in Timor-Leste, including students at local universities there, should contact the Indian Embassy in Dili, which has been India's resident mission in the country since September 2024. Its contact details should be obtained from official Ministry of External Affairs sources, and the community's own friendship society is the Association of Indians in Timor Leste.

Honorary consuls

Honorary consuls, where a country appoints them, have limited powers and usually cannot provide the full range of services that an embassy offers. Timor-Leste has none listed in India, and all requirements, including visa and document requirements, should be confirmed directly with the Embassy of the Democratic Republic of Timor Leste in New Delhi.
