Visa arrangements described in the brief
According to the MEA brief of June 2026, a bilateral agreement on facilitation of visa arrangements between India and Maldives was signed in Dec 2018 and came into effect on 11 March 2019. It grants visa-free entry, in both directions, for tourism, medical and business purposes, for a period not exceeding 90 days in the preceding six months.
The brief also records that visa-free entry for Indians arriving in Maldives for business purposes was implemented in Feb 2022. A Bilateral Agreement on Exemption from Visa requirement for holders of Diplomatic and Official Passports, signed in March 2019, came into effect on 05 August 2019.
Residence visas for foreign nationals in Maldives
The brief reports that Maldives Immigration has notified that only electronic visas (e-visas) are considered valid for all foreign nationals residing in Maldives with effect from 23 November 2025. Work visas issued on passports before that date ceased to be valid and were to be converted automatically to e-visas, with validity based on the expatriate's work permit.
After that date, entry to or exit from Maldives on a work visa is granted only to holders of valid e-visas. Foreigners arriving with new work permits are granted entry only if they hold a valid "Entry Pass" issued by the Ministry of Homeland Security and Technology. Foreigners residing in Maldives on other visas, excluding work, meeting and tourist visas, are issued e-visas, and applications for those visas must be submitted online via www.immigration.gov.mv.
The brief does not give fees, processing times or eligibility criteria. Travellers, workers and business visitors should check current requirements with the High Commission or with the Maldivian immigration authorities before travelling.
Legal cooperation agreements
An agreement on the Transfer of Sentenced Persons (ToSP) has been active since 12 November 2011, and the Mutual Legal Assistance Treaty (MLAT) between the two countries came into effect on 03 September 2019.
Air connectivity
In March 2022, India and Maldives agreed on an open skies arrangement, which the brief says further enhanced air connectivity between the two countries.
India's Minister of Civil Aviation, Sh. Ram Mohan Naidu, visited Maldives from 9-10 November 2025 for the joint inauguration of Hanimadhoo International Airport, built under an Indian Line of Credit. In follow-up talks with the Maldivian Minister of Transport and Civil Aviation, H.E. Mohamed Ameen, the two sides sought to fast-track agreements on search and rescue, establish DGCA protocols for relief flights and integrate the Indian GAGAN navigation system.
India has offered Air Traffic Control (ATC) training slots for Maldivian officials and proposed exploring Indian-operated helicopter services. The brief states that Maldives is preparing proposals for Indian airlines to begin operations from the Hanimadhoo hub.
Help for Indian nationals in Maldives
The brief notes that the Indian Mission in Maldives regularly holds consular camps and visits other islands and atolls to provide services to Indian nationals. It occasionally receives complaints from Indian workers, mainly labourers, about unpaid salaries or requests for repatriation, which it takes up with the Maldivian authorities.
Honorary consuls
Honorary consuls have limited powers and do not provide the full range of services offered by the High Commission or a consulate. Visa, passport and other requirements should always be confirmed with the High Commission of Maldives in New Delhi before travel or before submitting documents.
