India's Mission in Libya

According to the MEA brief of June 2026, the Indian Mission in Tripoli was temporarily relocated to Tunisia in 2011 and then to Malta, and resumed its operations in Tripoli in 2012. It was closed in April 2019 because of the worsening security situation. A skeletal staff of a consular clerk and a gardener was maintained at the Embassy Residence in Tripoli, while the Embassy of India in Tunis was accredited to look after affairs of Libya.

The Mission in Tripoli has been open again since July 2024.

Travel to Libya by Indian nationals

The Government of India imposed a ban on travel by Indian nationals to Libya in April 2016 on security considerations. The ban was lifted in August 2024, after the Mission reopened. The brief notes that Indian workers in small numbers continued to reach Libya through third countries in search of jobs.

The brief contains no information on the visa rules that apply to Indians travelling to Libya, or on flights between the two countries. Indian nationals planning to travel to or work in Libya should check current requirements with the Embassy of State of Libya in New Delhi and consult official Indian government channels.

Business visas for Libyans

The brief states that the post-pandemic period has seen a gradual increase in the number of business visas issued to Libyans. It links this to renewed interest among Libyan importers in Indian products, particularly engineering goods, pharmaceuticals and foodstuff.

The brief does not give Indian visa rules, fees or processing times. Libyan citizens planning to visit India should check current requirements through official Indian government channels.

Consular assistance to Indians in Libya

The brief records several cases in which the Indian Mission helped Indian nationals in Libya:

  • In 2020, 7 Indian nationals were abducted in Asshwerif while on their way to Tripoli airport. With the Embassy's intervention, they were released and repatriated to India.
  • In February 2022, the Mission evacuated 27 Indian workers from Benghazi in Eastern Libya with the help of the International Organization for Migration.
  • In 2023, the Mission secured the release of 35 Indian Nationals and 09 Seamen who had been left stranded by unscrupulous agents and kidnapped by militants, and repatriated them to India.
  • The Mission facilitated the return of 3 Indian workers in 2024, 16 in January 2025 and 14 in January 2026.

According to the brief, a total of 26 nationals have been rescued and repatriated to India since the Mission in Tripoli reopened in July 2024.

Honorary consuls

The register lists no honorary consuls of Libya in India. Honorary consuls generally have limited powers, so requirements for visas and other applications should always be confirmed with the Embassy of State of Libya in New Delhi.
