This article covers India's development cooperation with Honduras, including humanitarian and disaster assistance, grant projects, the donation of a fruit processing plant and India's lines of credit, together with the IT Centre in Tegucigalpa and cultural relations. It is based on the MEA bilateral brief of April 2026, and the amounts and dates are those the brief gives. The brief's cultural material is short, so it is included here rather than in a separate article.

Humanitarian and disaster assistance

According to the MEA brief of April 2026, the Government of India donated essential medicines and PPEs to Honduras when it was facing the COVID-19 crisis. The brief records earlier support at challenging times: India donated medicines and medical supplies to Honduras in 1998, and gave monetary support in times of natural disasters, as in October 2005.

India donated 26 tonnes of HADR material to Honduras for the damage caused by Tropical Storm Sara in November 2024.

Water and sanitation project

In 2024, through the India-UNDP Fund, India approved US$ 800,000 for Honduras for the implementation of the project "Access to climate resilient and safe Water, Sanitation and Hygiene services (WASH) in the Gracias a Dios Department of Honduras".

Fruit processing plant

Honduras had submitted a proposal for a US$ 1 million SME machinery donation, titled "Transformation and Agro-industrial Value of Fruits and Vegetables". A delegation comprising a 2 member NABCONS team and US (DPA-III) visited the proposed machinery installation sites in Comayagua and Catacamas in Honduras from 21-22 March 2025.

After the site visit and detailed meetings with the Foreign Ministry and SENPRENDE, the Ministry finalised a Fruits Processing Plant for the site located at Comayagua. Following the concurrence of the Government of Honduras to the text of the MoU and the technical report prepared by the NABCONS team, the MoU was signed on 22 October 2025 in Tegucigalpa.

The brief states that Ambassador Raj Kumar Singh and Foreign Minister Javier Bu Soto signed the Memorandum of Understanding for the donation of the US$1 million Fruit Processing Plant to the Government of Honduras. It also states that the facility is to be installed at the National Agricultural University (UNAG) and will enable commercial-scale production of fruit juices, with a capacity of 500 kg per hour, for revenue generation. It will also serve as an educational and training centre for UNAG students.

On 23 October 2025, the Mission requested the Ministry to initiate the process of procurement and transportation for the plant. As of the brief, the machinery from India under the MoU is expected by June/July 2026.

Other development MoUs

The brief lists two further MoUs in this area: an MoU for execution of QIPs, signed in November 2024, and an MoU for Supply & Installation of Micro & Small Enterprises (MSEs) Manufacturing Projects, signed in October 2025. It gives no further details of the projects under either MoU.

Lines of credit

In 2014, India approved a US$ 26.5 million Line of Credit (LOC) for the Jamastran River Valley Irrigation Project. According to the brief, due to several issues between M/s Apollo, the project implementing agency, and the Honduras Ministry of Agriculture, the unutilised amount of US$ 17.7 million under the LOC has been formally cancelled by both EXIM Bank and Honduras, with the approval of the Ministry of External Affairs.

An earlier LOC of US$ 30 million, for the purchase of communication equipment, medical equipment, transportation equipment and aircraft ground support equipment, was signed in August 2006. The brief states that US$ 26.63 million of it was used for the project.

IT Centre in Tegucigalpa

An MoU for setting up an IT Center in Tegucigalpa was signed in January 2008. As part of India's offer to set up a Centre of Excellence in Education in Information Technology (CEEIT) in SICA countries, the centre was set up and handed over to the Honduran National Autonomous University in Tegucigalpa. Training was provided by NIIT during 2008-2011.

The brief states that more than 20,000 students have been trained at the Centre so far. In 2016, the Ministry of External Affairs donated US$ 83,905 under the Grant-in-Aid of the LAC Division for the upgradation of the Centre of Information Technology at the National University of Honduras. According to the brief, the IT Centre is currently running in full capacity.

Cultural events
