Visas
The agreement on mutual exemption from visa requirement for Diplomatic and Official/Service Passport holders, signed during the September 2022 visit of MOS (VM) Shri V. Muraleedharan, came into force on 1st February 2023. The brief contains no information on visas for holders of ordinary passports. Tourists, students and business travellers should check current requirements with the Embassy in New Delhi before travelling.
The Indian community in Djibouti
The brief describes the Indian Diaspora in Djibouti as relatively small, with about 1,000 persons. The oldest Indian community consists of Gujarati traders and entrepreneurs from Rajkot and Jamnagar. The community grew after Djibouti's independence, when the country started economic and business relations with the rest of the world.
Most community members are engaged in blue collar jobs. Some work in companies engaged in port and shipping activities, some in Free Trade zones, and some for the US military base. The brief records 8 PIOs in Djibouti.
Two Indian community organisations were started in 2022: the Bharatiya Sanskritik Samagam (BSS) and the Djibouti Indian Women's Association (DIWA). The World Malayali Federation (WMF) also has a branch in Djibouti. The brief states that these organisations complement each other in the celebration of Indian festivals and National Days.
India's former Honorary Consul, Shri Nalin Kothari, a Djiboutian national, was awarded the Pravasi Bharatiya Samman in 2017. During his visit to Djibouti, MOS (VM) Shri V. Muraleedharan interacted with the Indian community on 21 Sept 2022.
Scholarships and training in India
ICCR scholarships are extended to Djiboutian students for higher education in India. As of April 2026, a total of 90 Djiboutian students have benefitted from ICCR scholarships over the last five years, including the last batch of 15 that left for India in August 2025.
Twelve Djiboutian diplomats have been trained in FSI/SSIFS (PCFD Course) from June 1997 till March 2025. The agreement on cooperation between SSIFS and the Institute of Diplomatic Studies, Djibouti was signed in September 2022.
Cultural links
A 19 member cultural troupe from Djibouti participated in the 39th edition of the Surajkund International Crafts Mela-2026, held at Surajkund, Faridabad (Haryana), from 31 January to 15 February 2026. Colonel Madhi Daher Miguil of the Djibouti Navy also visited Agra as part of a cultural tour during his visit to India in February 2026.
Honorary consuls and confirming requirements
Honorary consuls have limited powers and do not offer the full range of services available at an embassy. The honorary consulates in Bengaluru and Mumbai may not be able to handle visa or other consular matters, so requirements should always be confirmed with the Embassy of the Republic of Djibouti in New Delhi, using the telephone numbers or email address above.
