This article covers the political relationship between India and Benin, visits by heads of state and ministers, and the two institutional mechanisms the countries use to review their engagement. It is based on the Ministry of External Affairs (MEA) bilateral brief of April 2026. Trade, development cooperation, education, the Indian community and consular matters are covered in the other articles of this guide.
Overall relations
According to the MEA brief of April 2026, India and Benin have friendly ties characterized by democracy and secularism. The brief describes Benin as a tolerant, progressive, multi-ethnic and multi-religious society with a multi-party democracy, and as a natural partner to India, which it calls the world's largest democracy.
The brief states that Benin, as a member of several international forums including the United Nations, works closely with India. During the visit to India of the then President of Benin, Dr. Boni Yayi, in March 2009, Benin extended its support to India's bid for a Permanent Seat in an expanded UN Security Council. Benin also expressed solidarity with India in its efforts to tackle terrorism, which the brief describes as the biggest threat to international peace and security in the current times.
President Boni Yayi's State visit, 2009
The brief states that India-Benin relations were placed on a firm footing with the State visit of the then President Boni Yayi, accompanied by five Cabinet ministers, from 3 to 7 March 2009. In addition to a delegation-level meeting with the then Prime Minister Dr Manmohan Singh, President Boni Yayi held meetings with the President and the Vice President of India, among others.
The visit concluded with five bilateral agreements. The credit, grants and projects announced during the visit are described in the development article of this guide.
Visits linked to the Third India-Africa Forum Summit
Prof. Ram Shankar Katheria, MoS (HRD), visited Benin as the Special Envoy of the Prime Minister on 14 and 15 September 2015. He personally handed over the invitation to the Beninese President to attend the third India-Africa Forum Summit (IAFS-III), scheduled to be held in New Delhi from October 26-30, 2015. During the visit he met President Boni Yayi and Foreign Minister Saliou Akadiri.
The then President Boni Yayi paid a second visit to India to attend IAFS-III in New Delhi, and Prime Minister Narendra Modi met him on the sidelines of the summit. President Yayi was accompanied by a 27-member delegation that included Mr. Saliou Akadiri, Minister of Foreign Affairs, Mr. Pocoun Dame Kombienou, Minister of Industries and Commerce, and senior officials.
President Kovind's State visit to Benin, 2019
President of India Shri Ram Nath Kovind paid a State visit to Benin from 28 to 30 July 2019, heading a high-level delegation, and met his counterpart, President Patrice Talon. The brief describes the visit as historic, being the very first visit to Benin at the level of Head of State or Government.
The two Heads of State held a tete-a-tete at the Palace of the Republic, with discussions on bilateral cooperation, the India-Africa partnership and global issues. President Kovind also visited the Benin National Assembly, where he held discussions with the Speaker and addressed Beninese MPs during a regular session of Parliament.
Four Agreements and MoUs were signed during the visit, and President Kovind made announcements on credit and on visas. Each of these is described in the article of this guide that covers its subject.
Ministerial visits from Benin
Mr. Shegun Adjadi Bakari, Minister for Foreign Affairs, led a 7-member delegation to India on a bilateral visit from 16 to 18 December 2023. Mr. Gaston Cossi Dossouhoui, Minister of Agriculture, Livestock and Fisheries, visited India as part of the delegation on the same dates.
Visits by Benin's ministers of commerce, energy, finance and social affairs, and by President Talon for a meeting of the African Development Bank, are described in the trade and development articles.
Joint Commission
India and Benin have established two institutional mechanisms to review the bilateral engagement. The first is the India-Benin Joint Commission on political, economic, scientific, technical and cultural cooperation. The Agreement to establish it was signed during the first-ever State Visit to India by President Boni Yayi, from 3 to 7 March 2009.
Minister of State for External Affairs Dr Shashi Tharoor paid an official visit to Benin from 21 to 23 October 2009 and co-chaired the first meeting of the Joint Commission, held at Cotonou. The brief states that the 2nd India-Benin Joint Commission Meeting is to be held soon on mutually agreed dates.
Foreign Office Consultations
The second mechanism is the Foreign Office Consultations (FoC). The then Secretary (East), Mr. Shashak, visited Cotonou in August 2003 for the first round. The Secretary-General for Foreign Affairs of Benin visited New Delhi in April 2005 for the second round.
The 3rd India-Benin FoC was held in Benin in June 2024. The Indian side was led by AS(C&WA), and the Beninese delegation by the Secretary-General for Foreign Affairs of Benin.
Diplomatic representation
India does not have a resident mission in Benin, and Benin's embassy in New Delhi reopened in 2025 after a gap. Details of both countries' representation are given in the practical guide in this series.
